Published site behaves differently than in designer

The portfolio site I’m working on functions perfectly when I preview it in the designer, but doesn’t work correctly when I publish it.

The “Projects” button is linked to the projects section of my page, and pulls the site up to the perfect point when clicked in the designer. Like this:

But in the live site, clicking the “Projects” button takes you to a point in the middle of the first row of images in the projects section, cutting off the top. Looks like this:

Any ideas on what I’m doing wrong?

Btw, the “Contact” button is working perfectly in both the designer and the published site.

Looks like this is a browser issue. It happens in Chrome but not Firefox. Anyone know a fix? It’s kind of a useless site if it doesn’t work in Chrome.
