Background Video Scaling

I have a background video that is of me drawing my company’s logo. I shot the video in black and white with the majority of the background a white/gray. I framed it so 50 percent of the left of the video is the background, while my hand and logo take up roughly the 50 percent to the right. This allows a text box to show up unhindered by my hand on the 50% left. The problem is when it gets scaled down to lower resolution monitors or someone has the window scaled down from max, the text will stay in the correct spot (50% left) but by doing so, the text box gets longer and because its a background video, it compensates by increasing the size of the video and my hand gets cut off from the right.

Is there a way to anchor the background video while it scales?
