I’m stuck again on getting certain elements behaving the way I want in desktop view while re-sizing the browser.

In particular the mid menu bar
, and the vertical menu bar
How do I get these elements to ‘scale’ and keep their positioning when the user re-sizes the browser window?
I think once I get this I will be well on my way! Thanks again for your time helping me, I hope to return the favor to others soon.
