Is the only way to achieve this by making multiple pages and making numbers as links and direct each link individually?

There’s a number of ways to get this done. Depending on the functionality needed sucha as: Pagination, Grid/List, Dynamic Content that will be updated by user, Filtering, Image vs Video.
Some embeds would work, however if layered correctly you could probably work it out.
