Class Transitions Not Working

I’m having a problem with setting transitions on classes (example: setting a move on hover and selecting a 200ms opacity transition). The hover effect happens instantaneously without a transition. This happens with all settings and all elements and has only become a problem recently as transitions used to work just fine for me. Am I doing something wrong?
