Collaborator reset password emails are only routing to Admin

Hi there,
I’ve experienced an issue recently where a client was trying to reset their collaborator password but were not receiving any email to their mailbox. Instead the password reset emails were going to me, the website administrator. Is this working as designed or should the collaborator not just receive the password reset directly to their mailbox?
