For some reason on one of my development sites http://brennerdesignllc.webflow.io the page editor option is available at the bottom left of the browser window. Than on my other development site http://brennerdesign.webflow.io it is not. Is there a setting that I have turned off?
For CMS sites the Editor button displays once you have accessed the editor. Have you used the Editor on the site where the icon is missing?
