If I host with webflow CMS do I get or can I link a full (MySQL) database able to post and get data in and out of the site using forms and the dynamic content?
Yes, you should be able to build your own web application (hosted elsewhere) that creates/updates CMS records in your Webflow project using the Webflow API.
