How can I create a scroll effect similar to this site?

Hey All,

I have an interaction I want to copy for my site but am not sure how to achieve it. I have tried the parallax effect and changing the Z-Index of a few things but to no avail. I want to trigger this when the page is scrolled which is similar to what is found on amandafong.com.

Is there a way to do this with the transitions and parallax movements or does it require custom code?
