How to add 2 different FB pixel with 2 different rules

Hi guys,

I want to add a Facebook pixel to a client website with the Google Tag Manager.

I want to add it twice. One for all users. And another one, only to users that were at least 3 seconds on the site.

I the end I want to get two different audiences on FB.

Any help are welcome here!
