Not natively in Webflow, you’ll need javascipt script or jquery. Here’s some examples sites to get scripts:

Yep I see it. No I don’t have any mouse tracking examples, I’m on the starter plan until I get paid in full from clients, you know how that goes 
On the starter you can’t add custom code. But I would love to give it a try. I just have animations on my sample collections.
