Interactions based on scrolling position

How can I create such an interaction like on Apple Music - Apple ???

With weblow, the only way to do it is that you set the interaction (move up/down and opacity) based on “Scroll Into View” and “Scroll Out of View”. But this is not working if you want to create a smooth animation based on the exact scrolling position.

Any ideas how this interaction is possible with weblow?

Im pretty sure you can do this in webflow by using scroll offset
