Issues with negative margins

In my website, I have a link div which contains two things: A logo and a title. I’m trying to handle these two elements together and make them hang over the rest of the page, sort of like this:

However, things are behaving strangely when I use a negative margin to get the div to hang over.
(The link div has a background color of transparent blue area for clarity)

As you can see, after -40px margin, nothing happens. For some reason that’s the farthest down I can pull the logo. How can I get past this strange arbitrary limit and have the logo hang down farther?
