I have a published site that has a link block that works for some visitors, but not for others. I have another site that is having a similar issue for a .pdf download.

Not a bug. Topic changed. You need to serve the website via SSL so that it is encrypted since you are calling an encrypted resource. Note: self hosted site.
So I am understanding correctly, Because my link goes to an encrypted site, I need to make sure that my self hosted site is encrypted? Out of curiosity, why would the link work for some people and not others?
Sorry, I was looking at another site in developer tools and thought I was looking at yours. Wrong issue. Can you share a read only link to your webflow project and I can take a look.
The container-2 element is covering the button, so if you remove the margin-top - 105px it should be clickable. The link is fine although you should be hosting with SSL.
