Instead of using a paragraph block for those links, try
1) using a LIST element block.
2) Then inside of each LIST ITEM, drag in a text link.
3) Then point your link accordingly
This way you don't have to type in the full URL and everything will stay relative

I think there is the problem based on using Rich-text block.
Unfortunately, if you did not publish site, there is no way to point links inside the Rich-text to page sections or other pages inside the site.
My suggestion, to use regular text-links or link blocks.
You can put them in the list items, as @PixelGeek said, or simply inside the div.
Then you can use Link settings panel for choose page (or section by id) where link will point to
