Mobile menu visible in designer, not published/previewed

Been at this one for a few hours…

In designer, my menu drops down from the top, appearing -below- the navbar, just as I would like.
As per screenshot:

But in preview and published, when I click the menu, the contents below the menu move down a small amount to indicate an action took place, but no menu shows up.

On the homepage, the menu pops up below the footer. On every other page, nil.

Any help is greatly appreciated. Thanks!
