If I wanted to target 2 different types of client within a broader niche, is there anything wrong SEO wise with publishing 2 different, highly targeted landing pages so that you have a higher chance of catching clients who are searching for a particular service?

Do businesses already do this?

There isn’t anything wrong SEO wise if you publish 2 OR more different targeted pages with different keywords.

Yes, every other business use this technique to cover more of his business area.
