Not able to change the hover style of “All Links”

Hi,

I am not able to change the hover style of “All Links”. And then I read this post: How to change hover style for "all links"? - #3 by brakkar , follow the exact steps and tried. I still cannot get the same result as the gif screenshot in the post.

Please check or suggest how to do.
