I have tried every fix that I have read on the forum and not been able to get a footer to show up after publishing. I even tried just adding a section with a background image at the bottom and it doesn't show up either.

There is nothing in the div. The only way it will show up without anything in it is to give it a height either pixel or % height. Or VH but if it has no content then the div will take up no space.
