Scrolling PDF in Safari (Mobil and Ipad)

Many of my customer’s customer have the following problem:

When they try to open a restaurant menu in PDF , the iphone/ipad only shows the firs page and no option to scroll further down the PDF.

This does not happen to me on my Iphone or Ipad. Nor manye others. Anyone have a clue?
