Sticky Navbar Not Working

Hi there,

I have made many sticky navbars and other elements in the past so I thought I knew what I was doing here.

I am trying to make the ‘Blog Navbar’ with the categories sticky so it scrolls down the page but it does not seem to want to work for me. What am I missing???! Is this a bug? Does it have anything to do with the hover interactions I have created within the blog navbar?
