What do these dots next to the headings in the inspector mean?

What do these orange and blue dots mean? Sometimes I see them, sometimes I don’t. Any ideas?

Dot indicates that this element has user-defined styles, for the collapsed style section.

Orange means the styles in this section are inherited (from a parent in a combo class, and/or from a larger breakpoint).

Blue means the styles in this section have been changed and are applied to the current breakpoint and smaller.

Both means a combination of both.
