What is the best field type for tags?

I would like to have a field in a collection that is for tagging content; however, I don’t want to reference a preset tags collection. Ideally, the editor would fill out this field with as many comma-separated values and then I could display those tags in a list on a project page for example. The way I am currently doing it though requires the client to add new tags he wants to use to the tags collection first, and then in the project collection use the multi-reference field to add as many tags for that project as needed.
