Why does not the fixed collection work?

Hey. I do not understand why I do not have a collection fixed. I need that I can not scroll the page. Help me, please, if you know the solution

This div has to cover everything. It just has to be fixed.

I set the necessary settings, but still I can scroll the page.

So you do not get lost: an element called “Over State”
Image 21 is an animation that calls overState (click)
