How to reproduce

  1. Temporarily resize browser horizontal width.
  2. Put laptop to sleep mode.
  3. Wake Laptop
  4. See screenshot:

Two Finger side motion has no effect.

Changing different pages has no effect on Navigator pane offset.

Current Work around:
Manually refresh project and open page again.
