How to you fill outlined text when hover over? (example included)

Please see the link below:

If you scroll this page down to the projects section (“Nike Reactland”), when you hover over the outlined texts, they fill in. How do you do this? Which CSS?

Use your Interactions settings. Make a before and after text block then on hover show the after text block.
